H4 --> F1. Any restrictions on timing ?

OK here is the scenario.

If someone is on H4 and studying for a course at a college/University

a) Can they convert visa from H4 to F1
b) Is there a time limit for doing so. ( ex 1 yr before Graduation etc)

So can comeone change from H4 to F1 say 6 months before graduation ? That way they will get in state while on H4 but can also get OPT upon graduation.

Can someone please let me know if this is possible.

1) they'd change the status, not visa.
2) considering that change of status takes about 3-5 months, and a person has to be in F-1 status for one academic year before they are eligible to get an OPT, I'd advise to start changing status at lease 1.5 years before you want your OPT to start.
