H4 extension and going out of US

My wife's H4 extension is pending with TSC.

I need to go on an extended business trip. My questions are :
o Can my wife leave the country before H4 is approved?

o Can she apply for a H-4 in a consulate of country other then home country (India)

o Are there any known issues in getting a H4 at consulate when H4 extension is pending with BCIS?

o If you obtain the H-4 at consulate before BCIS adjudicates it, does the stay between the time when existing H-4 expired and now become un-authorized?

o Can she get apply for a H-4 in a consulate of country other then home country (India)
--- home country is better other country may deny the H4 visa stamp and then she has to go to home country directly to get H4 visa stamp
o Are there any known issues in getting a H4 at consulate when H4 extension is pending with BCIS?
---- if you have valid H1b approval notice she can get H4 stamped from consulate with other required documents from H1b holder, pending H4 with BCIS will not matter
o If you obtain the H-4 at consulate before BCIS adjudicates it, does the stay between the time when existing H-4 expired and now become un-authorized?
--- No, keep the H4 extension filing receipt with her, if asked then only show to consulate
