H4 expiring, applying H1, what if rejected?

I'm on H4 which is expiring in 3 weeks coz my husband's H1 expires. I found an employer who's ready to file my H1B with premium processing.
Questions:

1.Is it safe to stay in US while one status expires but the new one is in process?

2. What if H1 gets rejected and H4 already expired, will I be out of status? Can I apply H4 extension at that time? (my husband is applying extension now)

3. Can I apply both at the same time (H4 extension as well as a new H1)?

2. No, while an application is pending, you are in valid status
3. Yes. But not advisable. Per last action rule, you might jeopardize your status. Always decide and apply for only one status change/extension.
