H4 Chennai local want to go to Delhi

Hi,
I am trying to see if there is any problem in going to Delhi for my wife's H4 visa. We are Chennai Consulate locals. I have the proper documentation and everything.

From the TTSVisas:

n certain limited circumstances the U.S. consular sections in New Delhi accept non-immigrant visa applications from some applicants residing in the Chennai consular district.

Now does H4 come under those "limited circumstances"

Also, is there a increase in the rejection chances if we go to one consulate than the other?

Any help in this matter would be greatly appriciated.
