H4 approval duration

Hi, My husband's company submitted my H4 visa application on 3rd of February 2011. Today is 23 Feb2011 and I haven't receiven any EAC number so far. Infact, even the application fee cheque has not been encashed by the concerned department yet. Is it normal for the application to be not picked up yet? Hpw long does it take for the process to start? I have heard that the priority of H4 visa application is considered to be the least but I am still worried.

if you are in US till what date is your I-94 valid. USCIS sends Filing receipt in 10-15 days. Who filed your H4 extension? if the lawyer filed H4 extension then H4 extension receipt will come to his address.
