H4 appointment

I am on H1B visa working in the US and I am planning to get married in November this year in Mumbai.
I enquired at the visa-services in Mumbai and they said unless you have a marriage certificate your wife cannot
get an appointment for H4 visa. And from the appointment scene these days it seems you have to make
an appointment ATLEAST one month in advance.
Now the problem is, I am planning to go only for about 15 days so it seems impossible that I can
get my wife a dependent visa and bring her along with me when I get back.

I feel this whole procedure is very frustrating unless someone knows of an easier way out!

I dont think she will need a marriage certificate to procure an appointment. All that she needs to know is
1.your EAC (13 digit) number

2.The name of the company that you work for

3.The date of expiry of principal applicant's H1(that is your H1).

She needs a marriage certificate only when she goes for the interview in person on the date of the appointment

What would be the situation if one plans to get wife's last named changed.
As my understanding is that passport office changes last name only after marriage (proof of marriage). In that case do they issue new passport with new number or do they just tag the passport.
