H1B1 to Green Card (DV)

Hi,

If i obtain H1B1 visa (with non immigrant intent), can I apply for Green Card via DV?

Is it true that I cannot travel out of USA after I have applied for DV Green card to avoid being denied entry?

Please advise!

In general, applying for DV is not considered showing immigration intent, but consulate sometimes goes hard especially when someone tries to get nonimmigrant visa other than H and L.

H1 is dual intent visa. It won't be a problem even though you show immigration intent.
