H1B visa stamping is in hold, applying for B1/2 visa

My (bother) H1B stamping is in hold, now present company asking go on B-2 visa.

Need a suggestion: Should he apply for the B-2 visa while H1B is in hold. Becuase of this do es his B-2 also rejected.

Should he apply for the B-2 or not, please suggest.
 
Depends on the reason for the hold. Also bear in mind that your brother will need to overcome 214(b) for his B-2 visa which was not the case when he applied for his H-1B visa.
