H1B Visa Stamp question

Hello All,

I am seeking clarification and help regarding an H1B situation.

Here is my wife's situation:

Her previous H1B expired on March 14 2011.

Her employer had filed for an extension BEFORE March 14 2011, however that application was denied due to some issue with vendor letter.

Her employer re-filed again. However there was a gap of 9 days between the denial and the re-filing. She received an approval notice without I-94, and a letter stating that she needs to go out of the country and re-enter again.

My question is:
1. Can she go to Mexico to get her visa stamped ?

I would really appreciate any help.

--------- if Her H1 Visa stamp gets rejected in Mexico then she cant enter US from Mexico and will have to go to her home country directly from Mexico.
