I am a permanent resident of canada for many years but I did my medical school education from India.Is it possible to get H1B stamp for residency from canada on the account of my foreign medical degree.in what percentage of cases they may refuse.

If you are a landed immigrant of canada and canada is your country of residence, you are able to apply for your US visa at the consulate in canada. Where you got your medical education shouldn't have anything to do with the location of the consulate that you apply at.
