I have Google'd this in many different ways and also read numerous articles on transferring to a new employer while on H1, but cannot find direct/difinitive answers.

Can someone please shed some light on this:
Status:
Applied for H1 extension (still pending) and now have an approved LC.
Question:
I am considering employment at another company (same location/position/salary).
1. What's the best way to do this right?
2. Can the LC be transferred to the new company?
3. Where do I start with the new company? All over again from the beginning with the H1?
4. I am on RIR with my current company, so can I do PERM with the new company?
5. Is PERM riskier that staying with RIR?

What are the DO's/DON'Ts or PROS/CONS of a transfer?

Just ask new company to transfer your H1
2. Can the LC be transferred to the new company?
LC is not transferrable.
3. Where do I start with the new company? All over again from the beginning with the H1?
Yes
4. I am on RIR with my current company, so can I do PERM with the new company?
Yes, PERM is only way nowaday
5. Is PERM riskier that staying with RIR?
No unless new company had layoff on your position recently.

Do you (or anyone else) have any helpful resources on the PERM process, like what to watch out for, any potential pitfalls, etc.?

Is PERM really better/faster or not?
 
Since you have filed RIR, you probably waited for at least 1-2 years, I guess. PERM guy gets LC approved in a few months usually.
