H1B Transfer without I-797 (have the lower part)

I am on H1 with company A. I would like to transfer to another Company B but I do not have my I-797 (approval form). I do have the lower portion of this form. I even do not have the copy of the top portion and I may not be able to get the top portion.

I do have my latest paystubs

Can I apply for H1 Transfer without the copy of I-797 approval copy.

Do you mean just the I94 - by the lower portion, or the one that is supposed to be given by the employer to you (and employer retains the top copy)?
If this bottom portion is approx A4 size, then this is your approval.
Otherwise, it will be difficult to get a transfer. You can demand your copy from your employer ...
 
H1 TRANSFER without I-797

The one I have is not A4 size. It has the width of A4 size but height is like that of a ( C )Envelope. Somewhat similar to post card but has more width.

So it means that only way for me is to get that form.
