H1B transfer question - can I get it stamped outside India

Hello,
I am on H1B currently. I had the visa stamped in Mumbai last December. I have been offered a job in california and I want to take it. Heres the problem.

I have to be in India from Dec 2 - Dec 18 for my marriage. The online date for H1 at the mumbai consulate is currently Dec 22, which means I cannot get an appointment inbetween Dec 2 and 18. I cannot return unless I have the visa stamped. My new company wont give me more vacation. So I thought I would get it stamped in Mexico/Canada. Can any one tell me if I can get a multiple entry visa in either country? What is the usual wait time for these embassies. For mexico I researched this site mexicoimmigrationconsultants.com/ and it looked pretty good. Anybody has any experience with these people ?

Why do you need stamp for H1B transfer case ?
As long as you have valid stamp on your passport(even with old employer) and you have valid H1B status(approval notice from new employer), you can enter the US.
