H1b Transfer from Non-profit to Company

I am currently working as an IT professional in a university under H1B. Due to family reason, I have to relocate to another state. I got an offer from a company there, which required an H1B tranfer. Is my case subject to the H1B quota cap? Also I was told by some friends that I can go to work there once I get the receipt from INS. Is this true?

The cap does not affect H1 transfers. Only NEW H1s come under the cap.
Yes, you can start working for the new company once you get the receipt.

dosent make sense!

check with some attorney! or call up USCIS and ask them !

first of all university H1's come under a non-quota.
transferring from a non-quota to a quota category..may not be permitted!

just wondering! :confused:
