h1b transfer and status

Does anyone know what is the "safe" period within which h1b transfers are being accepted by most companies. If you get laid off and are out of status <= 45 days from the day of layoff, are your chances of getting an H1b transfer quite high?..

Also, i hear about some companies requiring you to go outside the US .. under what circumstances does that happen - is that still an H1b transfer and all you are doing is that to get the visa stamped you are travelling out of the country?.. OR this means that the company asked you to go get a new H1b and this H1b comes under the H1b cap?

------------------------ if you don’t have recent pay stubs and file H1 transfer USCIS may not approve the transfer and may approve it as NEW H1 with out I-94 attached and if that happens one needs to go out ,get H1 visa stamped and enter and get new I-94 and then join the new employer. this also explains your question below and remember H1 cap may reach any day and USCIS may not approve NEW H1 as it is subject to cap, if it is filed with premium processing it may get approved as NEW H1 with out I-94

thanks Ginnu!. i guess the main question then is how "recent" do the paystubs have to be?. say one files on the 28th day from layoff day - say Jan1 ; and one gets paid bimonthly, he/she would be missing only 1 paystub. but can present all paystubs on and before layoff date. with that being the case would it be possible to get an h1b transfer?..

Another related question is whether its possible for requesting 2 h1b transfers. i.e. one offer comes in, and you request h1b transfer X->A; another company B then comes in with a better offer within a matter of days while X->A is still in progress.. is it safe to request a 2nd transfer X->B?
