H1B transfer: 3 companies involved

I am currently on h1b through a university(company A) which is cap-exempt. I want to transfer to the industry. A cap-subject Company B offered me a position in March and applied for h1b. This has been receipted but still not approved and we are waiting. Meanwhile, company C (also cap subject) approached and is also willing to make a much better offer. Can I get h1b transfer to C. The cap is over for this year, but I have a receipt notice.

1. Can I apply for and get transfer to C without approval for B since I have been counted(receipt).
2. If I have to wait for approval through B, can I transfer to C without starting to work for B.
Or do I have no choice- do I have to wait for approval and also join B, work for some time and only then think of moving to C or any X, Y, Z.

I am still working for A and in valid status at all times.

YESOr do I have no choice- do I have to wait for approval and also join B, work for some time and only then think of moving to C or any X, Y, Z. not necessary but approval of B is required with I 94 at bottom to trnasfer to C.
