H1B to F1

Hi, last month I lost my job. Luckily I got admission into X University. The day when I lost my job, I applied for Change of status to F1. I got the receipt from the INS and am waiting for F1 papers. Now I got admission into another university, which seems to be far better than the previous university. Can I apply for F1 to second university, please advice.

You can transfer from X to Y at a later date

If you can go to Y Univ directly good otherwise do a semester at X and transfer to Y. Meanwhile request Y to give you a deferred admission because of INS paperwork delays, you have already paid fees at X etc.
