H1B to F1 to H1B Quota Exempt?

Hi Guys,

I previously held an H1B visa and left it after approx 1.5 yrs into it. Then I was in a F1 visa for 1.5 yrs to get a MS degree. Now I am going to apply for a H1B visa with a new employee. My question is will I be subject to the 65,000 + 20,000 quota limitation or not?

I have read somewhere that since I applied for a H1B visa under a cap during the past 6 yrs then I am not subject to the cap. Is this true?
