Today i was given following paper notice at vancouver US consulate. Any ideas what they mean by "electronically confirm all non-immigrant visa petitions prior to the visa issuance"?

Any help or Info is appreciated!

“H,L,O,P and Q VISA APPLICANTS PLEASE READ THIS

Effective 20 November 2007, All US consular posts have to electronically confirm all non-immigrant visa petitions prior to the visa issuance. This process may take a 2 to 3 additional workdays, creating a minimum 4 workday turnaround for such applicants. This confirmation requirement is beyond our control and cannot be waived. Every otherwise qualified applicant for a petition-based nonimmigrant visa must be prepared to wait 4 workdays in Canada to receive his or her visaed passport.

We anticipate that 90 percent or more of H,L, O,P and Q visa applicants in Vancouver will be subject to a 4 workday wait and we cannot tell the applicant before the visa interview whether he or she will be subject to the wait.

If you know now that you cannot wait 4 workdays for a visa, you may wish to cancel your visa appointment now before your visa interview. If you have a valid I-94 (arrival and departure record) you may be able to return to the US if you have been in Canada for less than 30 days and have not yet applied for a new visa.

Effective 20 November 2007”

Hello. I am in a similar situation as you, but at the Toronto consulate instead. I had my interview on Nov. 21st there. My H-1B visa was approved but they gave us a similar notification (verbally). They did not give us any written explanation, so until I saw this letter here I was even more upset and confused. I have been waiting for 12 days now (6 business days) and every time I check, they say my electronic confirmation has not come yet. No word on when it might come in, what is holding it up, or any further information. I am distressed as I have had to take extra leave from work and I am incurring expenses from being in Canada so long. Did you receive any news, or has your visa/passport been returned yet? This would be helpful to know. Best of luck- hope you get it soon.
