On H1B if a person is unemployed for 15 days(in between 2 jobs)
after that, he joins the new job and subsequently goes outside the country
does that person have to get his H1B restamped ?

if the person has valid Visa stamp then no need of new visa stamp one can enter with valid visa stamp and at POE show visa AND H1 approval of new employer. I dont your case details all depends on your case details

There is no need to get his H1B restamped as he has valid visa stamp. Show H1 approval of new employer at POE.
