H1b Stamping in Chennai using drop box. Help needed

My current H1B stamp expired in Sep 2001. I am getting married in last week of december. I have the following questions.

1. Can i use the drop box facility in chennai. I am asking this because, i read somewhere that drop box can be used when the Visa stamp expiry date is less than 1 year from today.
2. Can me an my wife apply for Visa stamps at the same time or should she wait till i get my Visa Stamp.

Can somebody help please??
