They are confused. You can no longer revalidate a visa stamp in the US by sending your passport to St. Louis. However, you can still change your status or "transfer" to another company. You do not have to leave the US to do this and even if you do leave the US, contract enforcement is a civil matter between you and the previous employer. USCIS would not get in the middle of that since there may be many issues as to why you failed to perform.
