H1B Quota - Normal vs Premium

My wife is on H4 and looking to transfer her status to H1B. I have following questions.

1) What is the status of H1b quota remaining (out of 65,000) for Year 2006?

2) If quota is a still available then does it makes any difference if she apply under Normal processing or under Premium processing.

3) Is it possible that if she applied H1b through normal processing now and case is under process and H1b quota will full in next month then do she has to wait for Year 2007 quota? Or once she applied it will be counted under quota.

Almost exhausted. If you really want a piece go for Premium immediately for Y 2006 quota.
2) If quota is a still available then does it makes any difference if she apply under Normal processing or under Premium processing. YES. Premium will be handled different section and entered in to system earlier than ordy petition/
3) Is it possible that if she applied H1b through normal processing now and case is under process and H1b quota will full in next month then do she has to wait for Year 2007 quota? YES. INS may return the petition.

Or once she applied it will be counted under quota.
