H1B quota exempt - change of employers

I am applying for H1B in a quota-exempt educational institution. Can the employer require from USCIS that I am counted towards the quota (by not indicating in the application that they are an exempt institution or by any other way) regardless of the fact that they are exempt? The reason for that is that if I have to change employers the new employer will not be quota-exempt most likely and this employer switching can happen when the quota is filled for the fiscal year. Right now I don't need to use the quota-exemption of my employer because soon is the beginning of the fiscal year anyway and the cap is not filled yet.
