H1B qouta issues

The USCIS in its Federal Register statement issues Feb 25,2004 categrically states that the cap does not affect people in current H1B status.
Is it a case of omitting the fine print(exempt to non-exempt ) OR have they changed the rules for the remainder of this fiscal year?

Any thoughts?

They made an incomplete statement.
