H1B: Proof of Search for Employees

Hello guys,
Could anyone tell me if the employer when filing for the H1B visa should show USCIS the proof of his search in US job market? I heard that USCIS is strictly imposing and monitoring the unavailability of local talent clause when approving the H1B cases. Any information you can share is really appreciated.

H1 is for temprory job, no need of searching. For green card , Yes
