H1B Processing

Hi!
I am a physician and I am going to start a residency under a university hospital not affected by the cap. I have learn through other forum that someone on a similar situation filed for H1B and DID NOT used premium processing, and get through the whole process in three weeks. He said that it was because there are not so many people applying due to the fact that tha cap was already reached.
Do you have any experience on this?
Would you expect that this situation will change due April 1st (when people can start again filling for next years' cap)?

So far, I have not seen such quick adjudications. You can file a normal H-1. Then later on, you can premium it if you need.
