H1B Premium Processing

I am applying for fresh H1B through premium processing. I know it takes 15 days. But can it be more faster? Is there anyone who got H1B approved through premium processing with less than 15 days recently? Once H1B approved how much time it takes for INS to couirer the hard copies of papers?
