H1B - Premium or not

I have a question regarding premium processing of H1B cases.

When CIS processes the applications received after April 1st 2004, will the premium processing cases be given preferential treatment while accounting for the 65k cap? Is there any "receipt date" or sequential order for the applications received?

Basically I want to know if I file my application on April 1st, do I really need to go for premium processing since anyway I have time till Oct for getting the approval.

As far as we know, premium or normal, all pending cases are counted when they count for the cap. so, it should not make a difference whether you file prmium or not.
