Is it true that in NY state H1b visa can be obtained only in an underserved ( HPSA/MUA) location.
 
True, or you get limited licence, written in the NY Licence form availabl freely

NY state gives a full medical license to only US ctiizens or permanent residents. If you are on any other visa you have to work in an underserved area and get a LIMITED LICENSE.

NY also gives a Limited Permit to those who have finished residency and have not passed step 3 to work purely under an intitutional license as an assistant physician. however these people have to US citizens or permanent residents.

therefore to practice on a H1 in NYState one would have to work in a HPSA ( I don't know whether an MUA qualifies)

Do you happen to know if there is a good website where one can check which US states support NIW physician applicants if the physician has done the 3 year J1 waiver in a different state. This letter is needed from the Dept of health to continue the process towards getting permanent residency via 5 year NIW waiver.
