H1B Petition as roving employee

I have below questions on how to file the H1B/LCA petition as a roving employee (typical scenario of Computer consultant) who works at unanticipated locations . Please answer them. Thanks in advance.

1)what is the PROCEDURE to file for LCA as a ROVING H1B employee(typical scenario of a computer consulting business) subject to MUTIPLE UNANTICIPATED LOCATIONS?

2)What is the PROCEDURE to file for H1B petition as a ROVING H1B employee(typhical of a computer consulting business) subject to MULTIPLE UNANTICIPATED LOCATIONS?
 
There is no such classification of "roving employee" in H1.

What is the exact job title, duties and its qualification?

Roving employee is an employee who moves from client site to client site for the Project work which is typical of a consulting job. Hence he has to move to unanticipated locations which is defined as roving and assists the clients on their projects. The job title can be any technical job or any job which qualifies for H1B. Typically it is Software Analyst and the qualifications are a BS/MS with computer experience etc.

SO, NEVER EVER MENTION ABOUT ROVING IN THE H1B PETITION.
JUST APPLY AS A REGULAR JOB TITLE.

FORGET ABOUT THE TERM "ROVING".

Thanks for your replies. I would benefit if I could define myself as roving employee in the H1B petition since I could file taxes with ease when i move to a new state. NOw, I run into tax issue, that typically i have a project for a year and I can't file my taxes pertaining to the new state I move to since H1B petition is not of roving nature and is specific to an state/county. If I am able to file as roving employee then I would not have any issues relating to it. Please let me know your thoughts. I know there is a way out and I know lots of consultants should have the same issue and I am just wondering how they do it.
