H1B lost in mail from lawyer

Hi!
My lawyer recently received the I-797 Approval Notice from USCIS, and he sent it to me by Certified mail. Still, it seems that the package is lost in the mail.

The lawyer has a photocopy of the I-797 Approval notice. My job (non-profit org) starts on August 1, and I understand that I must submit the original I-797 to fill up the I-9 form with the employer.

If we apply for the duplicate I-797 by submitting the I-824 form, how long do you think it will take for the duplicate to arrive. Also, can I go for 'Premium processing' in this case also. Please let me know. Thanks a lot.
