H1B interview delhi visa not granted

I am new to this forum and am looking for some answers
I had interview at delhi consulate on july 14th . interview was short about 15 mins. I was asked about my position with the company , my work experience and some position related questions.

officer aske me if I have any financial documents from the company and I gave them sealed packet from the company. office looked in to documents and something on the computer and they gave me slip where it say my case is under administrative processing I will receive communication from consulate soon.

after a week I received letter from delhi consulate that based on my interview and document submitted they are not able to issue me H1B visa.

it also reads this lines.
" Your petitioner does not appear to be either willing or able to provide qualifying employment in US as per appropiate laws and regulations"

they will be returning my file to USCIS and my case has been suspended.
and delhi consulate will not able to provide any details on this case as they will not be handing my case any more.

Does it mean that my visa is denied ?
what are my options ?
can I find any information from USCIS?
Is it possible that my employer is not qualified?
If he was not how did he got approval for H1B visa at the first place?

anyone in same situation and got it resolved?
