H1B Immigration Intend

Hello,
 I heard that there has been changes to the law that do not allow H1 visas to be granted to people with immigration intend, for example if you have filed for a GC then your h1 extension could be rejected (visa stamping) or if you are married to a GC holder then your visa will be rejected.
Anybody have similar experience ?

Only the counslar rejected the visa, INS accepts dual intent, no change in law

Thanks joe, I was told that the us embassy rejects applications where immigration intent is obvious, although INS issues the visas. It happened to a friend of mine. I hope that was merely an isolated case of a stupid counslar officer and the whole idea is BS.
