H1B getting married with Over stayed person

Hi,

My cousin is on H1B and he wants to marry a person( his would be wife), but she has been overstaying for last 6-9 months(Out of status). She was on Visitor visa but after that she didnt renew it.

Will there be any possibility, that she can come in status(H4 etc) by marrying my Cousin (who is on H1B).

Pls suggest

If she has overstayed the date on the I-94 by more than 6 months, she has a 3 year ban from entering the US (more than a year overstay is a 10 year ban) . An overstay could not do a COS. Only after serving the ban could she reenter the US on H4.
