H1B for an IT Job with no IT experience

What are the chances of H1B petition approval filed by an employer
(A Desi Consulting Company in the US ) for an I.T. Job ( Say - Systems Analyst) for a person who has done M.B.A Systems
in India and had about 1.5 years of Non-IT experience.

I heard that for H1B, only 16 year degree is the minimum requirement.


The candidate is on a H4 visa in US and wants to change the status to H1.

Please clarify.
 
If you are in Us the chances of H1 b approval is bright. But if you are going to stamp the visa in India, think twice before going.
