H1B Fellowship and GC after waiver

Hi everyone!

After my waiver is done in a year from now, can I do a one-year fellowship with an H1B (it would be my 4th year on it) and afterwards start PERM with a new employer?

Yes you can.

If your prospective fellowship is willing to sponsor a H1b: Yes. (many don't, I don't quite get it why).
