H1B --- Extremely Urgent

I have a H1B from Company A. USCIS asked for RFE and it is not yet approved.

I have an offer from Company B and they are willing to either process a new H1B or do a transfer.

I applied for my first H1B with in the cap of 65,000.

Now, can I apply for a new (not a transfer) H1B with the old receipt?

My OPT is valid till the end of January.

Please let me know asap.

Do premium processing of first H-1 from company A, get approval and file transfer to company B. If you have done Masters's in US then you are elgible for new 20,000 quota starting March 8th, 2005.
