H1B expiring: How to switch over to EAD

I have my EAD card but I am still on my H1B. What steps do
I need to take in order to switch over to EAD. My attorney
said it is just a matter of informing my company that I am
switching over to EAD now. But my understanding is that I
need to fill a form I-9 and submit it to my employer.

Q1. Is it a matter of just giving I-9 form to my employer.
Q2. Does the company have to inform INS of this change (from H1B to EAD)
Q3. What happens to my I-94 in my passport?
Q4. Can I wait till the last mitute till my H1B expires and then
        switch over to EAD?

Note that form I9 has an entry where you can add updated information about your current status. Your company and you are supposed to keep the I9 up-to-date. Incidentally the I9 needs to be updated at least every three years, as per the instructions that come with the form.

The question still remains: Does the company have to inform
INS in any way or form that I am switching to EAD, or is it
strictly between me and the company.

If that is true, then what is stopping me from entering the country
on my H1B if I am on a EAD(how will INS know at the port of entry).
