H1B expired, being extended, change job

My H1B expired and is being extended by my current employer. Is it possible to change to another H1B company now or I have to wait to get my H1B extension approved???
If I can change job now, what is the procedure to follow to get a new H1B, or H1B transfer, is it subject to the cap?

+++++++++++++Transfer is never subject to the cap. You can apply for transfer even while extension is pending. But CIS usually does not approve the transfer until the extension is granted. You could premium the extension

OR

be prepared to get the trasnfer but having to go for a visa stamp before you can strat working at the transfer position. So even without the extension the tranfer H-1 will be approved. Only problem is it would require a visa stamp.
