H1B - exempt to non-exempt transfer under cap

Hello everyone,

I am working in a university and currently have an H1B visa. I see that the current year's quota expired in october. Has anyone successfully transferred their H1B from a n exempt employer (university) to non-exempt employer (company) while the cap was in effect?

I will appreciate your response.
