H1B Denial. Please help me.

I am a foreign-trained physical therapist. I have been advised by employer that my H1B visa petition has been denied. It was denied because according to my employer's lawyer, I should be qualified to take the NPTE (National Physical Therapy Examination. According to him, I should have the eligibility to take exam. The problem is I am still waiting for the eligibility letter. But according to them (Michigan Licensing Division), I could take the exam in New York (I am eligible to take the exam there) and just apply for licensure through endorsement. My questions are what are my chances of getting an H1B approval with such case and what are the needed steps that I should take to get an approval? Thank you very much.
 
why don't you try to file a greencard petition.

ask your lawyer about this. because to be eligible for greencard, one might either have a license to practice, or eligible to take the exam.
