Hi,
If someone has H1b in computer science. He got a offer from a new employer as civil engineer as he has BS and MS in civil Engg. my question is :
Whether his New H1b subject to H1b Capacity as he is changing his job responsibilities ( computer to civil engg.) and employer?

The change of professions is a non-issue for quota. You are governed by the same rules as a anyone doing an H-1 transfer. Not subject to the quota.
