H1b Approved - Needed Help for Stamping

I got the H1b approval on June 21. My current visa status is J1 which is expiring on September 15 after the Grace Period. My H1b starts from October 1st. I also got another notice from INS stating that I have to leave the country for the stamping. (DENIAL NOTICE FOR EXTENSION OF STAY / CHANGE OF STATUS FOR ALIEN WORKER). Also mention that notification of the approval of the classification has been sent to the consulate (which is India chennai for me). I can't stay in the country from September 15 to September 30.

Can I go to canada or mexico for stamping. How much time it will take to get the approval for I-824. Is there any premimum processing for I-824 approval. Or should I need to go to India only? Without I-824 approval can I go for stamping in different country is that possible? OR Can I extent my J1 status for another 6 months (I have six months left) Is that possible now?

Please advice this is very urgent I don't have time I have to decide fast

the only thing I know is that you can get the visa in the third country. However, H1b regulations are out of my league. Good luck!

My case is almost similar to yours. Please throw some light on this.

I had been to US on J1 Visa in June 2003 and returned back to india on Sep 2003. I am subjected to 2 YRS HRR.

I will be completing the 2 years restriction on Sep 2005. Meanwhile I wanted to file for H1B or BL1 or RL1 visa.So that I can get the approval and then take the Petition for Stamping after Sep 2005(By which time my 2 Yrs HRR will have got expired).

I have never travelled outside India Since returning back from US on Sep 2003.
