H1B Approved but Extension of stay Denied. - please help.

Friends case : H1B Approved but Extension of stay Denied. - please help.

Got laid-off in company A. He applied for H1B, in a company B, it got denied.
After 7 days He applied with Company C and the H1B is approved (got a I-797 without I-94) and a denial letter for the extension of say, it was siting his 7 days as illegal stay and hence they now mandate him to go to the chennai consulate for a new stamping for the newly approved H1B in company C.

Now the main worry is, how will chennai consulate react to this situation of mine
if I go for a stamping.

Please share your experience and ideas for a safe stamping.

I got my friend to write a description of the problem, it was all of "I" then I was attempting to correct, it and I left off a few "I" in the message before posting it for him. The reason I said I will do it for him, is that he is already in a bad mood and does not have the time/patience to peruse more information about this, since he is already preparing to move out of the country.

He is laid off by employer A.
Company B filed H1 and got denied.
Company C H1 approval notice has no I-94 attached. He should go out US immediately. I can’t predict the results of US consulate Chennai he should apply for visa and provide what documents they need from him or employer.
