H1B 7th Year Stamping question?

Hopefully someone will answer my questions.
Brief History
I live in NJ and work in NY City. I have been with this company for 5 years and I stayed legally from last 6 years. I got 7th yr approval recently.I may need to go to India in near future but I am not sure when I have to go. My current H1B Visa expires on Sep 30th. Due to work related issues, I can only go out of country from Aug 20th till Sep 15th for visa. Also I am thinking that if I go in the 1st or 2nd week of September,I will still have a chance to come back to US based on my valid visa till Sep 30th.

Current Situation
I am not getting any appointments from Aug 20th till Sep 15th in TORONTO and MONTREAL. I only have appointments available at TIJUANA and CALGARY. I am planning to go to TIJUANA but after reading the couple of posts from few others about horrible experience at border office I am getting little scared.

Here are my questions.

1) Does "You should get visa only 10 day ahead of current visa expiry" rule implemented strictly at US consulates in Canada and Mexico ? If not, can I go to visa during 1st or 2nd week of September ?

2) I have US Masters Degree and I am confident I have fool proof documentation to clear interview. My question is do they take our I94 card at Mexican border ? If somehow because of bad fate, If my visa gets rejected, Can I still enter US on my old visa ?

3) Do you guys recommend Tijuana over Toronto or Montreal ?

I finally booked my appointment in Ottawa, Canada

I took 10:00 AM appointment in Ottawa,Canada. If anyone else is planning to go on the same day, please contact me at "passat2kowner@yahoo.com" so that we can share the driving.
I called the hot line for booking appointment and the lady who answered my call mentioned that "10 day ahead only " appointment booking is not required and they removed that rule long time back.
Now I am reading from the posts that Ottawa US Consulate gives back passport only on the next day. As I am planning to drive down to Ottawa, I may have to think of extending the stay at the hotel for one more day.
Now its time for Canada visitor visa.

Do I need to show them my green card labor application proof when I attend my 7th year visa stamping at Ottawa Consulate ?
