H1 without I-94

I have my H1 issued without an I-94.

Question.

1) Is it necessary to goto the consulate indicated on the petition (Chennai) for Visa stamping? Can I goto to the US Consulate, Vancouver to get the same.

Please advice/share you experience.

You can try to have the visa issued at any consulate. However, some consulates refuse to issue visas to individuals who do not have a reason, other than it's easier for them, to be processing at the consulate. Also, some consulates feel that they cannot properly adjudicate the case since they are not familiar with the educational and other documents involved.
