H1 Visas for MS/MBA quota

I have CPA certificate do I qualify for the new cap of additional 20,000 H-1B Visas for foreigners with advanced (MS/Phd) degrees starting March 8 2005?

Do you have a Master's degree or higher FROM A UNITED STATES UNIVERSITY? From your question, I assume that your degree is from a foreign university and the degree must be from a US university. There is no equivalency for this. Even if you have a Ph.D. from Oxford or IIT, you are NOT qualified for the exemption.
 
IIT vs Non-IIT

I noticed that there is a barrier separating this 2 groups increasingly in the US.
It all stems from the facts that as Graduate students entering USA, IITians are preferred at Universities in Admissions and Financial Aid over their counter parts....Hence Consulting companies mostly non-IITian founded tend to prefer their clout and even so there is a general differentiating attitude in the air...While, this sort of attitude is more in commonality.....IITians should be prudent ont his matter, before agreeing for employment terms with Employers...

There are 275 Engineering colleges in the South part of a single state with classes running in the thatched shed. They are also Engineering graduates compete with IITian. They can't even speak two sentence in English continuously.
Do you want to compare them with IIT graduate?
