H1 visas approval

There is a company in CA, which is interested in contracting me with an H1-B visa. Today I have read in the news that the INS is rejecting a lot of visas of this type. I have not a bachelor degree, but I have three years at the university, 10 years working in this field and several engineer certifications. Based on that, I wanted to know if I have true chances to be allowed to work in the US with an H1.

h1 needs a bacjelor\'s degree

however you need to get an educational evaluation to determine whether your certifications and experience can be equated to a bachelors degree.
If you are from China, India or Phillipines , even if INS approves the local consulate is likely to reject the visa.
