H1 Visa Stamping

I got my B1-B2 visa converted into H1-B1 in November 2002. I want to apply for my family to get them here on H4 visa. I have following question..

1) Do I need H1 stamped.
2) If yes, Can I go to Canada or Mexico to get it stamped or I have to got back to India (home country) to do that.

If your family is already here in b VISA, U can apply for H4 (like you applied for H1- I539)
otherwise, generally a H1 visa stamp is not required for H4 visa. However, the US consulate has the right to refuse H4 based on the fact that you cheated them by first applying for B visa instead of directly going for H visa.
Canada/ mexico is a good option, but beware that if there is a educational evaluation involved with non US degree (or certification) canadaian US consulates refuse H1 stamp and post april 2001 U cannot come into US after such refusal...
